Victims' Compensation

The Victims Compensation Assistance Program is available to assist survivors who have suffered a financial loss as the direct result of a crime. Contact the Butler Office at 724-283-8700 or the Hotline at 1-800-400-8551 for more information and an application.

Eligible Payments

Medical Expenses refer to treatment including hospital fees, physician fees, dental fees and other expenses related to the injury (including physical therapy, ambulance, medications, and medical equipment and supplies).

Counseling that is necessary as a direct result of the crime. Individuals eligible for counseling include: direct survivors, specific relatives of the direct survivor, person residing with the direct survivor, person engaged to the direct survivor, person maintaining a Common-law relationship with the direct survivor, person who witnesses a violent crime, person who discovers a homicide victim, and person responsible for the direct survivors welfare.

Loss of Earnings are if a survivor is unable to work due to a physical or emotional disability related to a crime may be eligible.

Loss of Support payments may be made for financial dependents of a deceased survivor.

Funeral Expenses are considered for any person who assumes the obligation, or who pays the funeral or burial expenses incurred as a direct result of the crime.

Crime-Scene Cleanup refers to the reasonable and necessary costs of cleaning the crime-scene of a private residence. A private residence includes an apartment, condominium, mobile home or other personal living space. Crime-scene cleanup includes the removal of stains or blood caused by the crime or other dirt or debris caused by processing the crime-scene.

Relocation Expenses includes the temporary or permanent relocation of the survivor and the individuals residing in their household for the immediate protection of their safety and/or health. A medical provider, law enforcement, or human service provider must verify the survivor's need to relocate.

Stolen Benefit Cash refers to cash stolen or defrauded from survivors whose primary source of income includes Social Security, retirement/pension, disability, court-ordered child/spousal support. The amount of cash loss must be shown on the police report.

Emergency Award is for special circumstance of up to $1,000 may be considered.

Eligibility Checklist

  • The crime occurred in Pennsylvania OR the crime occurred to a Pennsylvania resident who was injured or killed in a terrorist attack in a foreign country.

  • The crime was reported to the proper authorities within 72 hours unless good cause is shown.

  • The survivor has cooperated with law enforcement and the courts.

  • The claim is filed within two years after the crime.
    In the case of child abuse, filing may be extended to five years for good cause, provided the survivor was under 18 years of age at the time of the occurrence, date of discovery or disclosure of the crime, and the offender is a parent, paramour of a parent, an individual residing in the household, or a person responsible for the survivor's welfare.

  • The survivor may be ineligible if the survivor was engaged in illegal activity that caused the crime.

  • A minimum of $100 total qualifying out-of-pocket expenses.  If age 60 or over, no minimum out-of-pocket loss required.
